Ukraine’s government approved on Tuesday (27 February) a resolution on the introduction of guarantees of origin (GO) for power produced from renewables.
The resolution gives a green light to a procedure for the issuance, circulation and repayment of guarantees of origin, as well as a method of determining the environmental value of electricity. Additionally, it approves the creation of a National Register of Guarantees of Origin, which is to be managed by Ukraine’s National Energy and Utilities Regulatory Commission.
“Despite the colossal damage and loss of capacity suffered by green energy since the beginning of Russia’s full-scale invasion of Ukraine, over 650 additional MW of renewable energy capacity was built in Ukraine in 2022-2023. The introduction of guarantees of the origin of electricity produced from renewable energy sources is another step towards the development of “green” energy in Ukraine,” said Ukraine’s Energy Minister German Galushchenko.
GOs will be issued electronically in megawatt hours (MWh) based on the produced “green” electricity volumes provided by the commercial accounting administrator, Ukraine’s Energy Ministry noted in a press release.
GOs for green electricity released by renewables producers that receive state support (in the form of a “green” tariff or future auctions) will belong to the State Enterprise “Guaranteed Buyer,” the ministry added.
