Ukraine and EU launch strategic partnership in hydrogen and biomethane

Prime Minister of Ukraine Denys Shmyhal and President of the European Commission Ursula von der Leyen have signed a memorandum on a strategic partnership in the field of renewable gases, the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE) announced on 7 February.

Ukraine and the EU will now jointly work on the production, trade, transportation, storage and use of renewable gases, including hydrogen and biomethane.

Establishing cooperation in this field was preceded by “long and fruitful work”, in which SAEE also played a role, according to a press release from the agency.

The partnership in biomethane and hydrogen was also discussed recently in a series of meetings between the President of Ukraine, the Prime Minister of Ukraine, the Minister of Energy and the Head of the State Energy Efficiency Agency with the Vice President of the European Commission for the European Green Deal Frans Timmermans, earlier this year.

“The launch of a partnership with the EU in renewable gases is a significant event that will give a significant impetus to our joint movement towards sustainable energy development, ensuring energy security and economy decarbonisation in the future”, said Valeriy Bezus, Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine.

According to the memorandum, cooperation will include sharing information and assessments of scenarios and forecasts on renewable gases demand, developing a suitable regulatory field, harmonising certification documents in accordance with EU requirements, identifying and eliminating barriers, developing infrastructure, mobilising financial and investment instruments, and developing “energy clusters” in Ukraine.

The State Agency on Energy Efficiency and Energy Saving of Ukraine has been actively creating conditions for renewable gas production development, according to the press release. SAEE has already developed a register for biomethane guarantees of origin. In addition, the agency, in cooperation with international partners, has been exploring the “promising ways” of their circulation in the EU.
