Ministry initiates market consultations for pumped-storage hydropower plant in western Romania

The Energy Participation Management Company (Societatea de Administrare a Participațiilor în Energie), owned by the Romanian Energy Ministry, has initiated market consultations for a pumped-storage hydropower plant project in Tarnița-Lapuștești, east Romania (28 July).

The consultations aim to determine, among others, the project’s estimated value, the necessary documentation and identify potential providers with the required experience for preparing the documentation and conducting a feasibility study.

The considered construction of the pumped-storage hydropower plant would have a capacity ranging from 500 to 1,000 megawatts (MW).

The feasibility study is expected analyse and propose a minimum of two different technical and economic scenarios/options, providing justified and documented recommendations for the optimal scenario/option for achieving the project.

The study would include feasible proposals for the construction of the plant and cost-benefit analyses of the proposed solutions, developed within existing legislative and technical-economic conditions. It would also cover the urban planning certificate, conforming utilities approvals, and specific agreements and studies as needed, depending on the project’s objectives, such as connecting to the power grid and environmental approvals.

The Tarnița-Lapuștești pumped-storage hydropower plant, among others, would enable balancing power supply from low-demand to peak periods, a short-term emergency energy reserve and provide the ability to restore network interconnections in case of a blackout.

Interested parties are asked to submit a non-binding and detailed estimated offer by 8 August, 12 pm.
