Ukrenergo ‘diligently’ implementing unbundling and certification requirements, Energy Community says

The Energy Community Secretariat announced on Tuesday (24 October) that it has conducted a status review of the compliance by Ukrainian electricity transmission system operator (TSO) Ukrenergo with the unbundling requirements of the EU Directive 2009/72/EC.

In response to a request of the European Network of Transmission System Operators for Electricity (ENTSO-E), the assessment was prepared in the context of Ukrenergo’s prospects to become a member of ENTSO-E.

In 2021, Ukrenergo was conditionally certified under the ISO model by the National Energy and Utilities Regulatory Commission (NEURC), considering the Secretariat’s Opinion 04/21 on the preliminary certification of Ukrenergo with several concerns related, inter alia, to the independence of Ukrenergo.

In the Secretariat’s assessment, Ukrenergo has been “diligently implementing” the requirements from unbundling and certification.

At the same time, the Secretariat notes some issues pertaining to the sphere of the Ministry of Energy controlling the TSO which require further action to ensure compliance.
