Ukraine’s electricity transmission system operator (TSO) Ukrenergo and the Romanian TSO Transelecrtrica signed an updated Operational Agreement that fully complies with the requirements of the European Network of Transmission System Operators for Electricity (ENTSO-E) Network Codes and the ENTSO-E Synchronous Area Framework Agreement (SAFA).
Such operational agreement is one of the prerequisites for the integration of Ukraine’s power system into ENTSO-E.
The agreement regulates the conditions of synchronous operation of Romania’s power system with the Burshtyn TPP energy island as part of Ukraine’s power system, which is synchronised with neighbouring European power systems that are part of ENTSO-E.
In particular, the agreement defines the conditions of dispatch control of the parallel operation of power systems, planning of cross-border flows, data exchange, as well as the interaction between Ukrenergo and Transelecrtrica during the joint operation of the cross-border OHL 400 kilovolts (kV) Mukachevo–Rosiori.
Single conditions and rules of interaction between European transmission system operators ensure transparency of synchronous operation mechanisms, establish clear boundaries of responsibility and increase the reliability of parallel operation of power systems in accordance with the requirements of ENTSO-E.
Such operational agreements, updated in accordance with the requirements of ENTSO-E, have previously been signed and are in force between Ukrenergo and the transmission system operators of Hungary and Slovakia.
